This was one of two which had recently emerged. It's wing hasn't unfurled properly, I hope it managed shortly after I left.

Hi Goosey. Yes, that one is a female Panorpa germanica alright

Not entirely sure the wing damage is 'emergance trouble' (it might be though). Other options would be predatory damage (I've seen many Scorpionflies with damaged wings, or even both wings on one side completely ripped off). One other option might be an interrupted intercourse (did you see a male and a female coming out of the brush at the same time?), as one might imagine taking this into account:

Yes I did!

Looking at your image I can see why it is possible to get the wings damaged during intercourse. Excellent image and it gives credence to your thoughts on the damage.

What is the white jelly blob on the leaf, and I can see two yellow pip things on the top, is it to do with the mating or just coincidence it is there?

Hi Goosey, frankly I wouldn't want to say anything about that with any certainty, but it just might be a (dropped) piece of the salivary masses that the male produces during mating to woe the female into prolonged copulation?? See the explanation with this image:
