Insect nest?

This is one of Scribers images, first it was thought to be some type of fungi. I spent ages searching for an ID and got nowhere and Bulbosa suspects it may be part of a wasps nest or the remnants of an insect chrysalis.
What do you think?

I should think they're nest remnants but not the paper ones of social wasps nor those of bumble bees - compare with:

They are from a Hymenopteran. Any Ideas where they were?, what habitat?, they look quite old, in Insect terms.
