Looks like one of the mealybugs (Hemiptera: Homoptera; Coccoidea)
UCONN IPM: Integrated Pest Management:Greenhouse:Insects:Mealybugs
If they're on house/garden plants or crops then they're likely to be pests. They can perhaps be controlled biologically with ladybirds:

From the images and descriptions in the link you included it seems to be Pseudococcus longispinus. Luckily, I have only found one so far so pest control is not a problem!
