Bird of prey ID - if poss'!

I saw this bird yesterday fying high above the garden (urban area). It was flying slowly not flapping it's wings at all. At a estimate, I would say it was about the size of a herring gull, or slightly smaller. The piccie is on full zoom and cropped - sorry there is no detail apart from the silhouetted shape.
Any ideas please?

Oh good - I suspected but was not at all sure.

Actually it was the second bird of prey I have seen in the area in the last few weeks, the other was a Kestral (I think) opposite the house perched on a lamp post with 3 Jackdaws (I kid not). Our house is on an embankment above a road and disused railway line that luckily we don't see - so the lamp post wasn't much above eye level. Another rubbish photo but I had time to look with the binoculars that time.
