I saw these on the Viburnum Dawn today.
The first image show one of several that appear to be "full" the second image as if it has been vacated. I had a good look for anything in the plant which could have emerged from these but didn't spot anything.
It looks like scale insects I saw on the holly last year without the shell, but these are on the undersides of leaves and not on stems or bark? (I have had scale insects on the V.Dawn this year)
