I know nothing about cage birds but the report is saying that levels of lead up to 250 parts per million is safe and that the highest concentration in the samples was 2.5 parts per million.

Levels up to and above 500 ppm are tolerated for paints used with human contact!

Lead salts have long been used particularly for white paints but amounts have been drastically reduced.
